A couple of my friends have the Jet Stream 1000's with the Kyosho .32 and they cook. I'd guess that they run around 35 to 40 mph, though I could be wrong. If this doesn't sound fast to you, you'd need to see these things run. The boat is small enough to seem really fast, but large enough to handle some decent chop.
If you're not looking for a full on race boat, i'd say go ahead and get the Jet Stream. It comes with everything you need to run it, other than the radio system, batteries, fuel, and igniter. You could build a fiberglass boat, but it'll take far longer to build, and cost much, much more.
On the other hand, of you eventually plan on racing, I would consider nothing other than a fiberglass or carbon fiber hull.
