i have just recieved my plans for the Oh Boy! Oberto hydro from RCBM, should i build the battery compartment that it shows in the plans or try to leave space to move the batteries foward and aft to help balance the boat?
thanks in advance for any help.

NEVER limit expansion possibilities and ALWAYS leave room for improvement! Who knows? Your resulting input could potentially lead to advances in the sport.
In short, personally, I'd leave room for experimenting with the CG.

Agreed, leave space. You may want to do something silly like use more cells.
BTW, the Oberto is a pretty hull :)

I've built this boat(not yet painted though) and I did make the battery box. I jammed 14 cells in the hull but they did hang over one end of the battery box. I would say it is fine to leave out the box. I'm thinking of removing mine because it is a tight fit and some batteries don't fit right in it anyhow.
Now about being able to move the cells around to change cg... I'm not sure where else you could put them, there isn't much room to experiment. I would think you could fit some cells in between the inside and the outside frame, but you would have to make it a little wider. Alternatively you could divide the cells up and put some aft of the motor. :p
