Why do you have to balance metal props and how do you do it??
Also how does a water pump work, whats a wet tuned pipe, where do i get Octura props. And how can i pump up, or make imy Nitro Vee faster, and where could i get all the stuff for it. How can i make the cheap "radio box" in the Nitro Vee water tight. Its all smashed up because i had to fix the RTS connections so the wouldnt touch all the time. Its a very thin plastic.

you do have alot of questions... well first here is the best explanation that i can find go here http://www.geocities.com/jwohlt5362/Propguide1.html
where to buy them www.finedesignrc.com
water pump? what kind resipracating or centrafugel?
wet tuned pipe... i think that it is just i tunbed pipe w/ water? (im a FE guy)
as for the rest i think that you will have to get some other guys, a simple thing that u might do to get the n-vee going a little faster is use a higher nitro (but i know that the pro.15 if a finiky engine!) also take some weight off! lose some the crap on that boat! the first ting that i would cut might be the RTS system! the motor and the batt all add up! and also maybe the ez-start system, just go w/ a pull start! i dont knoe what the weight difference is but it might be significant! traxxas says that it weighs 3.75lbs but i think that it mught be more! (but i dont know if that is the dry weight or not, or w/o the batt. pack) but there are just a few sugestions!

I wouldn't go nuts trying to find horsepower for the Nitro Vee, since the hull isn't really worth spending too much time and money on. It's a fun boat, but save your pennies for a better boat down the road.
Here's a few things I'd do (and did):
*Ditch the 10% nitro. I've been running 30% for a year with NO trouble. This is what gave me the biggest boost in speed. Remember to readjust your needle settings. As long as your water cooling is doing it's job, the boat should come off the water running cool. Use heli fuel with at least 16% oil, not car fuel.
*Swap the stock Traxxas carb out for the O.S. 10E. You may have one on an old CV that you had in a car, otherwise I think they run around $50. This carb makes the Traxxas .15 so much easier to tune, it's like having a totally different engine.
These two mods made the biggest difference of anything I've done to my boat so far. I tried a new prop, but didn't really notice much of a difference.
I'd replace the stock water cooling tubes with a decent, larger diameter silicon fuel tubing, such as the stuff that GS Rcing sells.
As far as a better radio box goes, use your imaginaton. Best bet is to balloon the RX and battery pack, and silicone the servo seams. My stock radio gear was toast within the first hour of running the boat. I have done my best to waterproof each of my new components.
